Learning Victoria Pty Ltd T/As Institute of Business and Management (Victoria) invites applications from suitably qualified individuals and organisations seeking appointment as authorised education agents for its CRICOS-registered education services.

Appointment as an education agent is subject to IBM (VIC)’s due diligence process and a current written Education Agent Agreement. An applicant is not authorised to represent IBM (VIC) unless and until IBM (VIC) has approved the application in writing and the written agreement has been executed.

Legislative and Compliance Framework
IBM (VIC) manages its education agent arrangements in accordance with the Education Services for Overseas Students Act 2000 (ESOS Act), the Education Services for Overseas Students Regulations 2019, the National Code of Practice for Providers of Education and Training to Overseas Students 2018, and Australian Consumer Law.

IBM (VIC) requires its education agents and their staff to act ethically, honestly, in good faith and in the best interests of overseas students, and to uphold the reputation of Australia’s international education sector.

What IBM (VIC) Expects from Education Agents
Education agents representing IBM (VIC) must:

  • maintain appropriate knowledge and understanding of the Australian international education system, including the Australian International Education and Training Agent Code of Ethics;
  • use only current, accurate and IBM (VIC)-approved marketing and admissions information;
  • provide prospective students with current, accurate and honest information about IBM (VIC), its courses, entry requirements, fees, campus locations and student support services;
  • not make false, misleading or deceptive statements, including statements about student visa outcomes, migration outcomes, employment outcomes or transfer outcomes;
  • not provide migration advice in Australia unless legally authorised to do so;
  • disclose and avoid actual or potential conflicts of interest;
  • comply with IBM (VIC)’s policies, procedures and written Education Agent Agreement;
  • provide complete and accurate business, contact and staff details requested by IBM (VIC) for record-keeping and regulatory reporting purposes; and
  • understand that IBM (VIC) will not pay education agent commissions where payment is prohibited under the ESOS framework, including prohibited onshore transfer situations.

Authorised Education Agent List
IBM (VIC) maintains and publishes a current list of the education agents it works with on this website. Approved agents may be added to that list once their appointment is finalised.

Agent Application Requirements
To apply, please submit:

  • a completed Education Agent Application Form;
  • business registration and/or incorporation documents;
  • ABN or ACN, where applicable;
  • principal place of business and full contact details;
  • details of directors, principals or office bearers, where applicable;
  • details of staff members who will be involved in recruiting students for IBM (VIC);
  • MARN details for any registered migration agent involved in recruitment, where applicable;
  • details of at least two professional referees; and
  • any additional documents requested by IBM (VIC) as part of its due diligence process.

Documents submitted in a language other than English must be accompanied by an official English translation. IBM (VIC) may request certified copies or additional evidence to verify the information provided.
